Career Profile

Dr. Usman currently serves as Lecturer II in the Department of Public Administration, Faculty of Management Sciences, National Open University of Nigeria NOUN, Abuja. At NOUN, she is actively engaged in Open and Distance Learning ODL delivery, which is central to the university’s mandate of widening access to quality tertiary education.

My responsibilities include:

  1. Course material development and review for ODL learners across Nigeria
  2. E-facilitation and academic counseling of students at various study centres

iii. Supervision of undergraduate and postgraduate research projects/dissertations

  1. Participation in departmental and faculty academic boards and curriculum review exercises

Her teaching covers core courses such as Public Policy Analysis, Human Resource Management in the Public Sector, Organizational Theory and Behavior, Nigerian Government and Politics, Management of Public Service and Administrative Theory.

Dr. Comfort Asma’u Usman is a distinguished scholar with comprehensive academic training in Public Administration at undergraduate, master’s, and doctoral levels.

Ph.D in Public Administration

   Specialization: Public Policy and Human Resource Management 

   Her doctoral research interrogated critical issues in policy design, implementation gaps, and human capital development within Nigeria’s public sector. The study contributes to knowledge on how effective HRM practices can improve policy outcomes and bureaucratic performance.

M.Sc in Public Administration

   Specialization: Human Resource Management and Development 

   Advanced course work and research in personnel management, training and development, performance appraisal systems, and strategic HRM in public organizations.

B.Sc in Public Administration

   Foundational training in the theory and practice of administration, public sector management, research methods, public finance, and Nigerian government and politics. This provided the base for her later scholarship and authorship.

She has “a lot of publications” to her credit, cutting across peer-reviewed journal articles, book chapters, and scholarly texts. Her works address themes such as policy implementation challenges in Nigeria, strategic human resource management for public service reform, gender mainstreaming in administration, and capacity building for civil servants. Her authorship of _Nigerian Government and Politics and Local Government Administration stands out as a major contribution to teaching and learning, providing students and practitioners with an accessible yet analytical text on Nigeria’s political and administrative system.
